HOW RELIABLE ARE THE NATIONAL CANCER INSTITUTE'S STATISTICS?

 

Statisticians have accused the National Cancer Institute (NCI) of manipulating statistics for the purpose of justifying massive government funding. This issue was addressed by NCI statistician Dr. Irwin Bross in a 33-page position paper in which he went so far as to call the NCI's cover-up "criminal fraud" and "genocide."

He hadn't, however, meant to go that far. Dr. Bross had hoped for a quiet arbitration of charges he felt compelled to make against a top-level NCI official who was also a personal friend. Dr. Peter Greenwald, head of NCI Cancer Prevention, had claimed in the December 1989 Saturday Evening Post that "cancer deaths can be cut in half by the year 2000." Since cancer deaths had been inexorably increasing ever since the government's "War on Cancer" got underway in the early 1970s, this statement appeared to Dr. Bross to be scientifically outrageous.

Other statisticians had been objecting to such claims for years, but their polite dialogue in medical journals had failed to influence public policy. Stronger action seemed necessary.

Dr. Bross requested NCI documents under the Freedom of Information Act (FOIA), intending to document a simple request for retraction of the NCI's claims in a popular magazine.

But the information he got in response to his FOIA request revealed a fraud of such alarming proportions that the polite charge of "error" no longer seemed warranted. When the NCI brushed off Dr. Bross's private letter of intent, he was forced into open confrontation. In his position paper exposing the cover-up, he stated, "my FOIA request for NCI documents connected with the claims of cancer reduction produced unexpected evidence that . . . revealed an NCI game plan that would lead to genocide" -- the deaths of great masses of Americans by public policies designed to protect private interests. Dr. Bross estimated that cancer deaths for which the government itself is responsible would total a million over the next decade.

He began his position paper by pointing out that cancer death rates have been steadily increasing over the past 15 years. From 1973-74 to 1985-86, they increased by 12.3 percent. In 1986, there were 100,000 more new cancers than in 1973-74. What caused this unprecedented increase? Additional human exposures to "mutagens" -- those chemical and radioactive agents that can produce biochemical lesions in human DNA. And what caused these new exposures?

Radioactive fallout, leaking of toxic chemicals at dumpsites, environmental pollutants, and the very x-rays and mutagenic drugs used by the medical industry ostensibly to "cure." All of these exposures are from "mutagenic technologies" -- the businesses that control the economy and the government. In its twenty-year "War on Cancer," Dr. Bross observed, the NCI has taken virtually no action to prevent exposure to these mutagens. Worse, it has used fraudulent statistical methods to cover up the fact that they are hazards, and it has actively suppressed research proving that they are. This was often done by cutting off funding, a point for which Dr. Bross cited the Congressional Record. The NCI has also actively promoted "prevention" programs that actually increase the death rate from cancer. One example is its push for mass screening for breast cancer in women over forty. The NIH Office for Scientific Integrity responded to Dr. Bross's letter of intent with the stock defense that Dr. Greenwald's statements were mere opinions. At most, they were "scientific error." Dr. Bross countered that in response to his FOIA request, he had received a monograph that was more than mere opinion. It was an official NCI document, Cancer Control Objectives for the Nation: 1985-2000 (P. Greenwald and E. Sondik, editors, NCI Monographs No. 2). And it was used for more than public relations. It was the basis for the NCI's "Final Report to the Senate Appropriations Committee" in 1989, the report through which the agency got its funding. "When 'scientific errors'. . . are made in an NCI budget request," Dr. Bross maintained, "there is a reasonable presumption that they were not innocent errors. Instead, it seems likely that they were made by NCI in an attempt to deceive Congress about the performance of the NCI's prevention programs with the specific purpose of obtaining taxpayer dollars for these programs. . . . [There is solid documentary evidence that the fraudulent claims concerning reduction in cancer mortality have been used to obtain taxpayer dollars under false pretenses. Consequently, the scientific fraud here is also criminal fraud in the usual legal sense."

Other data confirm Dr. Bross's contention that the government and the industries controlling it are themselves responsible for increasing the death rate from cancer. One disturbing article reported that more nuclear-weapons tests have been carried out in the United States than in any other area of the world. Besides its visible above-ground testing, the U.S. military has detonated 900 underground nuclear bombs within its borders. Of these, the Department of Energy has admitted that 100 underground explosions have "leaked."

Underground testing is now estimated to be responsible for 15 to 50 percent of total radiation emissions. These emissions have been blamed for an epidemic of cancers, particularly among unsuspecting residents near the test sites who turned out regularly to watch. Concluded one doleful victim, "We have met the enemy, and he is us."
