Los Angeles County was responsible for 41 percent of all hate crimes committed in California last year, and violence played a role in two-thirds of these cases. In the San Fernando Valley, police reports of hate crimes and incidents---those which do not rise to the level of a crime---show a staggering 44 percent jump for the first six months of this year.
More chilling is a recent report issued by the Simon Wiesenthal Center in Los Angeles, which points out that on the day of the Oklahoma City bombing there was one hate site on the worldwide web. Recent findings show that figure has skyrocketed to more than 2,600 hate sites, which may be accessed by young people.
Perhaps the most notable hate crime tragedy occurred last year on August 10 at the North Valley Jewish Center, when a racist and deranged gunmen opened fire wounding five children. He later killed an innocent postal worker who was working in Granada Hills. His crime? His ancestry was Philipino.
On Sunday, August 13, 2000 we are co-sponsoring the "Unity Over Hate" Rally at Pierce College in Woodland Hills to publicly denounce these despicable acts against humanity. We expect more than 500 people to attend in support of hate crime victims throughout Los Angeles County.
We will gather in the Pierce College Plaza area, just off the Mason Street entrance to the campus, and numerous community organizations will join us, including the Los Angeles Police Department, Anti-Defamation League, San Fernando Valley Hate Crimes Alliance, Network Against Hate Crimes, as well as the Los Angeles County Human Relations Commission.
We all must stand up and boldly proclaim our opposition to hate crimes. Anyone can be the target. These attacks are motivated solely by race, ethnicity, religion, gender, sexual orientation, physical or mental disability. Hate crimes can happen anytime, anywhere. Perpetrators may be strangers to the victim or someone the victim has known for years. Attacks can be against the person, such as murder and assault, or property crimes, like vandalism and graffiti.
While statistics clearly show a rise in hate crimes and hate crime incidents, there is a silver lining. More reporting of hate crimes is taking place, although more can be done and must be done. Vertical prosecution (in which one prosecutor is assigned to the case from start to completion) also makes a difference.
In addition, California Attorney General Bill Lockyer is developing a new hate crimes database that will be available to law enforcement officers statewide. Lockyer expects to launch the program simultaneously in Los Angeles and Sacramento before the end of the summer.
We believe that increased awareness benefits everyone when witnesses to and people who are victims of such crimes report them. Our "Unity Over Hate" rally is an opportunity to reflect on the lessons we have learned over the last year. It also is a chance to reinforce our commitment to eradicating hate crimes from our county.
